Any and all user modifications for web.xml should be placed in user-web.xml, NOT web.xml Web.xml is generated and maintained by WaveMaker. User changes to web.xml will be lost. User-web.xml is the appropriate place for user modifications. Entries in user-web.xml are combined into web.xml although the order is not guaranteed. Note that all entries must go inside the web-app tags in user-web.xml
